Scholarships should be applied for if you meet for all of the qualification criteria, or some of it. Do not be disappointed if you do not get a scholarship. There may be a case when you get a chance as no one else applied for it. Many scholarships are likely to go to waste if no one applies for it; so you never know if you might get it.

Some scholarships have relatively lesser amount for grant, but you should apply for them anyways. These scholarships are less popular among students, so there is always a chance of getting one.
